Government defeat

On occasions where a division (vote) is needed, there is a Government defeat when Members of the Lords vote against the view taken by the Government on the issue. Not all decisions in the House of Lords require a vote for them to be made. For example, if the opinion of the House is clear, a vote is not needed.
