Recruitment of external Board Member [Closing Date: 16/03/2012 23:59]
House of Commons Management Board:
Recruitment of external Board Member

Reference: NED
Department: House of Commons
Location: City of Westminster, Central London

Appropriate Remuneration

The House of Commons Management Board is looking to recruit an additional external member.

The role of the Management Board is to give strategic leadership to the House of Commons Service – the official service which supports the House of Commons, its Committees and its Members. The House Service, of some 1,800 people, provides a wide range of services in support of the House of Commons in the demanding and often challenging parliamentary environment, as well as caring for major heritage assets. The Management Board consists of the Clerk of the House (who is the Chief Executive of the House Service), the heads of the five Departments in the House of Commons Administration, and the Director of the joint Parliamentary ICT Department (PICT). More information about the work of the Board, and its published papers, is available via the link below.

A review of management and services in the House of Commons in 2007 recommended that two non-executive directors should be appointed to the Management Board, to provide fresh perspectives, experienced advice of running complex organisations and a healthy element of challenge. (See below for a link to the report of the Review – paragraphs 114-116.)

One non-executive was appointed in 2008. The Board is now seeking to recruit another non-executive member from outside the Parliamentary environment. It is looking for someone with experience of a large and complex organisation, probably in the public sector, with particular expertise in managing change and human resources issues, who is willing to dedicate up to three days a month (excluding August) to the service of the House of Commons. The Board Member will be required to attend Westminster for the monthly Management Board meeting and for other meetings and familiarisation visits by arrangement.

Candidates should not be active members of a political party, and will be subject to restrictions on political activity once appointed. Appointment will be subject to security clearance, and will be for three years, subject to review after the first year in the first instance.
