   European Union Documents No. 15936/10, No. 16219/10 and No. 16392/10, relating to European citizenship, were referred to European Committee B on 19 January 2011, and European Union Document No. 18122/10, relating to the Commission Green Paper on Less bureaucracy for citizens: promoting free movement of public documents and recognition of effects of civil status records, was referred to European Committee B on 12 January 2011 by the European Scrutiny Committee [14th Report of Session 2010-12, HC 428-xiii, Chapter 1, and 20th Report, HC 428-xviii, Chapter 2].

2 JUDICIARY AND FUNDAMENTAL RIGHTS

   That this House takes note of Unnumbered Explanatory Memorandum of 7 July 2011, the European Union Common Position on Judiciary and Fundamental Rights (Negotiation Chapter 23), relating to EU enlargement: Croatia; and supports the Government’s decision to agree the Draft Common Position at COREPER on 29 June and to formally adopt that agreed position at European Council on 12 July [38th Report of Session 2010-12, HC 428-xxxiv, Chapter 1].
   Set down for debate on the Floor of the House on Tuesday 22 November 2011.

   European Union Document No. 14879/11 and Addenda 1 to 3, relating to the Commission Report on the protection of the European Union’s financial interests: Fight against fraud: Annual Report 2010, were referred to European Committee B on 2 November 2011 by the European Scrutiny Committee [45th Report of Session 2010-12, HC 428-xl, Chapter 2].

1 GENERALISED TARIFF PREFERENCES
Mr Edward Davey
 
   That the Committee takes note of European Union Document No. 10052/11 and Addenda 1 to 3, relating to a Draft Regulation applying a scheme of generalised tariff preferences; and supports the Government’s aim that the reform of the Generalised System of Preferences (GSP) should be an opportunity to focus the scheme on the poorest countries by increasing preferences to those on the scheme and widening the eligibility criteria of the special incentive arrangement for certain countries, GSP+, but that this should not be used as an instrument to increase protectionism by the blanket removal of all Upper Middle Income Countries [33rd Report of Session 2010-12, HC 428-xxix, Chapter 1].
   European Union Document No. COM(11) 598, Draft Regulation amending Annex I to Council Regulation (EC) No. 1528/2007 as regards the exclusion of a number of countries from the list of regions or states which have concluded the negotiations, is relevant.

   European Union Document No. 15243/11 and Addenda 1 to 4, relating to a Draft Regulation laying down common provisions on the European Regional Development Fund, the European Social Fund, the Cohesion Fund, the European Agricultural Fund for Rural Development and the European Maritime and Fisheries Fund covered by the Common Strategic Framework and laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No.1083/2006, was referred to European Committee C on 9 November 2011 by the European Scrutiny Committee [46th Report of Session 2010-12, HC 428-xli, Chapter 1].
